Russia Signals Surge in Oil and LNG Supplies to India Amid West Asia Conflict, Expands Strategic Cooperation

Russia’s Denis Manturov announced increased oil and LNG supplies to India amid the West Asia crisis, alongside expanded cooperation in fertilisers, nuclear energy, and technology. High-level talks in New Delhi reinforced strategic ties following the 2025 India-Russia Annual Summit.

 

Russia’s First Deputy Chairman Denis Manturov reaffirmed that Russian companies have the capacity to steadily increase supplies of oil and liquefied natural gas (LNG) to the Indian market amid the energy crisis due to the conflict in West Asia, underscoring deepening energy cooperation between the two countries during his official visit to India.

According to a statement issued by the Russian Embassy in India on Telegram on Thursday, Manturov highlighted that Russia had boosted supplies of in-demand mineral fertilisers to India by 40 per cent by the end of 2025 and expressed readiness to continue meeting India’s requirements. He noted that a joint project for urea (carbamide) production is currently under development, strengthening long-term agricultural cooperation between the two nations.

The statement further confirmed continued collaboration in nuclear energy, with both sides adhering to agreed timelines on the construction of new power units at the Kudankulam Nuclear Power Plant. “Denis Manturov confirmed that Russian companies have the capacity to steadily increase supplies of oil and liquefied natural gas to the Indian market. Russia and India continue to strengthen their partnership in nuclear energy. In line with agreed schedules, the project to construct power units for the Kudankulam Nuclear Power Plant is being implemented,” the statement read.

Beyond energy and fertilisers, discussions extended to expanding cooperation across industrial sectors, space, education, and innovation, reflecting the broadening scope of the multifaceted strategic partnership between Moscow and New Delhi.

Manturov, who also serves as Co-Chair of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC), held a high-level bilateral meeting with External Affairs Minister S Jaishankar in New Delhi on Friday. According to a release by the Ministry of External Affairs, the discussions focused on enhancing strategic partnerships in trade, industry, energy, fertilisers, connectivity, technology, and critical minerals, while also reviewing progress on outcomes from the 23rd India-Russia Annual Summit held in December 2025.

During the talks, both sides exchanged views on regional and global developments, including the situation in West Asia. “Both sides held wide-ranging discussions focusing on trade, industry, energy, fertilizers, connectivity and mobility in addition to new opportunities in technology, innovation and critical minerals. The two sides also reviewed the progress on the implementation of the various outcomes of the 23rd India Russia Annual Summit held in December last year. The co-Chairs also exchanged views on regional and global developments, including the conflict in West Asia,” the release stated.

The developments highlight a decisive phase in India-Russia relations, marked by expanded energy security commitments, strengthened agricultural cooperation, and sustained progress in nuclear and technological partnerships.
